Rep. Mike Rogers: Cool it with private sector offensive cyber ops (Foreign Policy)

Foreign Policy’s John Reed reported on interesting statements made by Rep. Mike Rogers and others at The George Washington University’s Cybersecurity Initiative event.  You can find video of the event here, via C-SPAN.  Reed’s article notes that Rogers said:

It’s best not to go punch your neighbor in the face before you hit the weight room . . . until we have figured out how we will defend ourselves and our networks, I would be very, very, very cautious about using an offensive capability.

 

Those comments are a bit ambiguous, but if you look at Reed’s article, you’ll see that Rep. Rogers is specifically concerned about private sector active defense.  Rep. Rogers raised familiar concerns about proper attribution, notions of vigilantism, and the possibility of counter-reprisal.
